Fishing Safety:  Fishing Industry Safety Group (FISG)

Terms of Reference

As part of the overall process of determining and applying policy on safety standards for fishing vessels and their crew, to advise the Department for Transport through the Maritime and Coastguard Agency on the development of proposals and their implementation”.

The overall objective is to work with industry to develop appropriate safety standards for fishing vessels and crew that prevents accidents and environmental damage and promotes a safety culture that reduces risks to fishermen in their work.

This Group includes representatives from industry, Seafish (Sea Fish Industry Authority), MAIB (Marine Accident Investigation Branch), Defra (The Department for the Environment, Food and Rural Affairs), Selex Communications, MCA (Maritime and Coastguard Agency) and the Department for transport  Shipping Policy Branch and operates under a Memorandum of Understanding agreed in 2004.  This is due for formal review in November 2009.

FISG has endorsed the use of this strategy and has empowered the Sub Group Chairmen to take responsibility for delivering the work included in the strategy. Sub Group Chairmen report progress to FISG and provide papers for discussion as agreed by the relevant groups.

The Terms of Reference or Objectives for each Sub Group and areas of responsibility are detailed under the relevant headings with the main contact details.

There are ten Sub Groups each with their specific responsibilities and dedicated “Terms of Reference” which ensures work is not duplicated.

Each Group Chairman has the responsibility to ensure liaison with his fellow Chairmen as necessary in order to provide feedback on actions that fall within the remit of another Group.

Whilst the Sub Groups cover all areas of fishing safety they will at times be inactive and only active when a specific need arises. The Chairman or the person taking lead responsibility, of those dormant Groups, will still provide an update to FISG on work identified in the Strategy.  

Background

The Group meets twice a year and is supported by Sub Groups that discuss safety related matters.  The outcome of these discussions is fed back to FISG for information/agreement.
