We aim to promote diversity in transport policy development and deliver services that meet the needs of all social groups.  We are developing more effective means of ensuring that our research and statistical gathering, which form the evidence base for policy making, are fully representative  of all sectors of the population.  We are also working to ensure that when we consult we include all those who have an interest, including minority and hard to reach groups.  We will work to develop better links with all stakeholders to help us both develop and evaluate our policies and services. “
