The Corporate Governance & Risk (CG&R) Branch look after the quality control of all of MCA’s work – that is the work the MCA does itself and the work it has delegated to external organisations. It manages MCA’s internal Quality Management System and also EFQM Reviews. We are also responsible for the quality assurance of external organisations including Classification Societies, Certifying Authorities, and the Red Ensign Group, to which we also provide day to day advice and guidance.

The UK Ship Register (UKSR) is responsible for developing and reviewing procedures to establish the quality of vessels joining the UK Register and to maintain the quality of those vessels already flying the UK flag. Maritime Projects

Fishing and Code Vessel Safety
The Code Vessel Safety side of the branch develops policy for various types of commercially operated vessels, these include; large yachts; small sailing and motor vessels; police boats and rescue boats. The Codes of practise are developed in consultation with industry to ensure that the industry operates under the correct rules. The branch also carries out survey work, undertakes stability casework and audit Authorities who have been authorised by the MCA to carry out survey and certification work under the various codes of practise.
The Fishing Vessel Safety side of the branch provides the focal point for fishing vessel safety matters of policy and advice for the MCA and the fishing industry in the promotion of an enhanced safety culture on board fishing vessels and amongst fishing communities. Our mission is to work industry to develop appropriate safety standards for fishing vessels and crew that prevents accidents and environmental damage and to promote a safety culture that reduces risks to fishermen.

International Liaison
The International Liaison Branch (ILB) is responsible for presenting,
promoting and protecting agreed UK maritime policies at an international level. The Branch aims to ensure
a consistent and coherent UK position when co-ordinating preparation for, and, attending meetings at
four main international forums:-
The International Maritime Organization (IMO), London.
This is a United Nations (UN) body. It develops and adopts international safety and pollution prevention
standards. 162 member states are represented at the IMO together with 98 inter-governmental and non-governmental
organisations that have been granted observer status. The International Labour Organization (ILO), Geneva.
This is another UN body, which, inter alia, develops standards regarding the living and working conditions
of seafarers. The European Union (EU), Brussels - we attend meetings at the offices of the European
Commission (EC) on a wide range of merchant shipping issues. These often concern the developments of
EU Directives or Regulations, which, after adoption, the UK is obliged to under European Law to implement
in national legislation. The International Organization for Standardisation (ISO), Geneva - this sets
standards for all manner of equipment and procedures, including those on board ships.
